Because all 5 positive reviews are from key activations which after recent changes don't count anymore for the overall score (to combat fake reviews by free dev keys) unless you change the settings. (and even then they won't count for the overall score on top of the page)
So basically the opionions of people who bought a game from a Bundle or a 3rd party site don't count anymore :(
If you want to be allowed to have an opionion you better pay full price directly from Steam :D

Yea, I was of course oversimplifying the issue to make my point. And eventhough it might sound as if I was against it I can live with the downside. But since the new system can be easily manipulated as well the next step should be to delete reviews for refunded products. I know that would hurt people that legitimatly refunded a game because it doesn't work on their Computer or they did not enjoy it but I guess that's something I could live with. Or maybe leave the reviews but don't let them count for the overall score.

Sure they could but considering they even crowdsourced translating Steam and then screwed over one of the teams that spend 1000s of manhours to do it out of the recognision how likely is that to happen ?
