I bought this bundle twice for 8$ at happy hour but both the times I only got what looks like the first 2 tiers and not the last tier.
Am I doing something wrong or did I miss something?

Did you double check the prices before you purchased? They usually change during Happy Hour, so I'm thinking that you might have not paid enough to reach T3.

Oh I see it is now $9,99, thats weird as at the time of me purchasing the price was still at 7,99$ for tier 3 and it also already said happy hour was on, but looks like I was to early and it didnt update how it is supposed to do...

You can maybe pay balance 2 or 3$ in next happy hour win 3 tier upgrade. There should be option to increase your contribution per order. That should get you the missing tier. Used to work before no idea if it does now.

You can pay same and additionally request support apprise them. They will check and add extra keys needed. I have not bought a bundle in 2 years so do not know if it is still same system. Even in Humble Bundle paying missing tier money on same order onsite added missing tiers. Only thing was it was based on rate of the day the difference I think.

Ah I see. You made a mistake. You don't know Indiegala HH system. If you buy original. Bundle on 1st day you get entitled to 4x gifts in HH. 2nd day 3x. 3rd day onwards you qualify fir 2x. In HH price us usually discounted vs popular price on normal day. That's when you need buy them. As gift links maximum 2x or 3x or 4x as per your availability. You can buy the sets multiple times and self gift to. Own email to redeem Keys. Now if you buy a set in HH chances are you need buy gift set (max you will get is 2x) separately after buying on own email ID. However you should have got full set if HH price for all 3 tiers was 8$. Contact support.

Yes I made a mistake with the extra gifts, I forgot that you first need a normal purchase and then you another for extra gifts.
But the issue with tier 3 I couldnt help as the displayed price was wrong, I emailed support about it and they said if I want a refund or an gift so I replied I would like to get a gift so looks like im receiving that....

They are Japanese indie devs. There are separate versions with English text available on Steam, but they are from another publisher.

What's the preferred way to make giveaways with IG keys - is it better to e-mail the winner an IG gift link or reveal the key on my own and just paste it into the giveaway? What are the pros and cons?
I'm guessing that if there's some problem with a key then a gift link should allow a winner to get a replacement from IG support on their own - am I correct?
Part of why I'm asking is I vaguely remember someone complaining that they got in trouble with gift links from humblebundle for "reselling" their keys, because they considered gaining SG levels close enough to getting money for keys.
