Have you already tried the most obvious ... contact Steam support? What did they reply?

I've sold and bought some trading cards, but I eventually ran out of money so I put 5€ in my Steam Wallet. Here's the problem: When I clicked "buy" a Steam window popped up saying something like "You cannot purchase stuff at the market right now". I've tried again and now I can't even click on buy because it says "Cookies may no be enabled in your browser. Check that all cookies are allowed by your browser. Try logging out and logging back in".
Did both, but I still can't buy stuff on the market.
Can anyone help me?
Edit: Now this is weird. Closed Steam, logged in on my phone, logged out and started it again on my computer. It works fine now.
