I forgot about MGS3. That game was absolutely amazing, and the final battle made me get a little teary. Definitely +1 for that.

To the Moon takes #1 for me, definitely. I don't think I've ever cried so much about a game, or any sort of media for that matter. But The Walking Dead is my second choice too. The end absolutely broke my heart. Only reason I didn't cry was someone else was in the room and I started chomping down on my tongue to keep the waterworks at bay.
I'm not prone to crying, but these two... wow.

Dust: The Elysian Tail. It has incredible voice-acting, beautiful graphics, intresting, mysterious storyline and quite a lot non-average strory-twist. (Without much spoiler: Dust doesn't know, who he is. He's acting like a hero, but quite a lot of people afraid of him, but he doesn't know, why - the voice-acting perfectly reclets his inner conflict about being lost, scared,judged,but still wanting to help and find the answers what's troubling him)
The story is great, and not afraid of crossing the line between tale and harsh reality (if playing: Bopo's father. You'll understand when you got there) The final fight and the dialogues is just ground-shattering (well...kinda literally), two desperate foes facing eachother, and (sorry, again repeating myself) their voices are so incredibly expressive, you can sense their doubts, anger, hate, and willingness to die if they can kill their foes. If you can emphatise Dust's feeling, as you lived his story through, you'll cry like hell at the end.

Damn, The Walking Dead: Season 1 was the best game I ever played I even cried at the end, Season 2 is also awesome so far and Wolf Among Us can't wait for last episode. Also Brother in Arms Hell's Highway was also great and san game, I lost my shit when Red got paralyzed.

Suikoden I, when I first played it, some of the stuff that went down really hit me in the feels. Doesn't help I was only in my teens, but still... I vividly remember two specific scenes and how I felt about them.
To name a few others: The Walking Dead, Metal Gear Solid 1 & 3, Shadow of the Colossus, and Spec Ops: The Line. All I can think of off the top of my head.

Haha! I don't think that was the angle that the OP was looking for, but you're right, you can experience quite a range of emotions with competitive multiplayer shooters... excitement, panic, confidence, frustration, thirst for vengeance, etc.
With that said, though, there's still quite a range of emotions that remain untapped without an engrossing story to suck you in and get you emotionally invested in other characters and the storyline.

Someone finally said Silent Hill 2. One of the few games that are stuck in my subconscious forever, very few stories got close to the raw kind of emotions that game evoked in me, including both movies and books.
From the newer ones, I have to nominate The Last Of Us, and mainly because of Joel. It rarely happens that I hate complex and well written characters, but he is exactly that.

I would say Metal Gear Solid, at some points thorough the game.
I cried for Psycho Mantis and then for Sniper Wolf. Those were some deeply emotional cutscenes :'(
And then there was Otakon and I felt that he and Snake were pretty close later, towards the end.

I'm just about to finish up The Walking Dead: Season 1. I then began to think of how emotionally powerful the game is. Many times, I began to tear up. I still need to get Brothers: A Tale of Two Sons and some others, but The Walking Dead is easily the most emotional game I've ever played. What about you?
