Welcome to SteamGifts! If a game is not on the list, it could be either an oversight, in which case just contact support. Or, it could mean the game was given away for free at some point, and was removed from the list on purpose.

It has been given away for free, and games like that are disabled on this site to prevent easy CV gathering exploits. You can find a list of similar games here: https://www.steamgifts.com/discussion/pJRbR/can-we-have-a-list-of-games-that-cannot-be-created-as-giveaway-unofficial-list-inside

then you gotta answer yourself this question - how is it possible that all other games from them costing this much have 5, 7, 10 games and this have 28 at the same time? answer is - because a lot of customers own most of these games because vast majority of those were either bundled multiple times already or even available for free in massive amounts (sometimes multiple times) ;p

Indiegala bundles are often filled with previously free games. If you check out our Deals forum before making your bundle purchases in the future, our users typically go out of their way to dig up that information for everyone when reporting on active bundles.
If you want to check on your own, you can always simply see if the game is in the giveaway creation list or not- unless the game is still not officially released, it's unlikely to have been removed for any reason other than having been free.
Your options with free keys are:
1, Trade them (I recommend Barter.vg for trading), though free games trade.. well, for basically nothing. They're mostly for sweetening a deal, than making one. They can, however, be traded for other previously free games, which can be to your benefit if you're new to trading.
2, Drop the keys outright (ie, through the Orphan Keys thread), nearly always ensuring that bots or ungrateful ninja users get them.
3, Give the keys away through a forum thread dedicated to giving away the keys, and directly give the keys to a user [you can use random.org to make a custom lottery, and give the key to a random user in the thread, or you can set your own expectations for what user should get the key]. A couple of threads already exist for this purpose, as well, so you can utilize them to your benefit.
4, Activate the keys on an alt account, for card farming (Note, you'll need to add $5 on the account to fully activate it, so this approach requires some investment- though you should be able to then spend that $5 on gifts for your main account, so there's that.)
