Why does the game Why So Evil not show up when creating giveaways?

I just got a key for Why So Evil from a friend but I don't want it so I tried to make a giveaway but the game doesn't show up on the list when I type the name in. What's the problem? Has the game been banned from steamgifts?

Games that were given away for free can't be given away. You can drop it on the Forum or give it to a friend ;)
