Do you think it would be cool to have?
This would definitely favour bots joining giveaways so its not an option I would want or request.
You have other ways of limiting your giveaway entries using groups, sgtools to put restrictions on who can enter and other options like using levels to limit the numbers.

Setting up giveaways that only allow the first certain number of people to enter will cause a big change in the way the site works. This will make everyone want to see all the giveaways as soon as possible so they don't miss out on any. This will cause a lot more people to use bots. People that don't use bots will feel the need to sit on the site all day and watch for new giveaways or else they will feel bad because they are missing out on so many. I don't think this would be a good thing for the site.
A lot of people don't like 1 hour giveaways for this reason. They want to make the minimum longer to give more users a chance to see them. You miss out on a lot of 1 hour giveaways if you can't sit on the site all day and if you live in a different time zone from the creator you may be sleeping. That is a different debate though and has many users on each side.

Actually you can do this with no extra tools.
You can use your wishlist to achieve this. To fill it you might want to create a topic in group recruitment stating your terms, and then add the first 50 that meet your conditions. This is how others do it. After the giveaway you may clear your wishlist and start again.
Alternatively, you can create a closed Steam group, and again post a topic to group recruitment. You still need to manage the group, and will need to do a purge whenever you want new users. But it's all in your control.

It's kind of the same private groups that we already have. So, it's too risky to gain double effect. Private groups are fine but some users already use it to just buy games for each other. I don't think it's good idea for SG's way because it will lead to a fragmentation of the community and popularizes the principle of “gather friends to buy games to each other and gain access to all levels of the portal”. I think community should be first, but not games farm.

So i was thinking if steamgifts could add an option for how many people could enter the giveaway. It would be better then making a train because you get to decide how many people can enter. like if you wanted only 50 people to enter that giveaway for a copy of Borderlands 3 but, you wanted some one who entered to have a good chance on winning. ! think it would be the way to do it, I think it would be doable, but what do you think?
