I find the going rate on Liver segments are quite high this time of year, it mush be people drinking themselves into christmas depressions.

Also, based on Steamdb.info and my own observations, I'd say that games hit their lowest sale price outside of Steam-wide sales and only during publisher weekends, daily deals, or weeklong specials.
