How create giveaway with game for people who have this game in wishlist?

you can't. No such feature yet. you can create invite only giveaway & give link to people who you think deserve chance to win.[ post link in forums with warning to entrants that you will reroll if the game wasn't wishlisted before they saw your giveaway.

If you have a game that you want to giveaway to people who have it in wishlist only, I can't think of an easy way to do that. New custom rules are not approved any more since SG V2.
If you want to giveaway a wishlist game to a select group of people, you can add them to your whitelist and use my script. It will tell you which games are the most wishlisted by these people.

If you're not using your whitelist, and have a game you want to give away in mind, make a topic about it, and whitelist the people that have it on their wishlist and just whitelist them until the end of the giveaway?
