I live in Israel and for some reason a game about killing nazis is blocked in my region, so if I trade for it with someone from America, will I be able to play? (Prototype 2 is blocked here too and I somehow have it, so I'm not sure)

I don't think so, you might have to use a VPN to activate it and that is possible to get you banned.

Yes. As long as you can add it into your library without VPN, you can play the game.

Games from USA all are ROW. There's a warning if it's region locked written in RED TEXTS.

Not always. Deep Silver doesn't like USAnians gifting their games to other regions, for example.

Yup bought Metro: Last Light Complete from Amazon not realising it was one of the handful of locked games there. In that case though it was only activation locked and not play locked

If it is a region lock, then no. When activating a game like that you get an error message saying that game is locked in your region. You used to be able to get and activate region-locked games with trades, but they plugged this hole.
Not for all games though, but so far the only title I know for 100% that can be activated anywhere but India is Fallout: New Vegas.

You kill your millionth nazi and see their beautiful blue eyes and beautiful blond hair in beautiful uniforms - you might decide such beautiful people can't be evil, ergo nazis are great, ergo you should be nazi too.

At least that's what people banning those games thing, I guess.

Israeli censorship is based on British WWII emergency regulations. I don't know anymore details than that but that may have some bearing on it.
