There were some good suggestions on /r/steam , to allow gifting but to gift you pay w/e is price difference in order to gift, that was good suggestion and Valve reads /r/steam, upvoted post on reddit will have more chance than any petition but sadly it has been long since they put these restrictions and many complained, posted possibile solutions and constructive crticisam, but sadly nothing changed.

If I want to buy a foreign friend a gift, I just get the key from humble or G2A. Had to gift a friend DLC that way because of steam's restrictions.

But cant we try to pressure Steam about gifting restrictions? And Im not talking abow CIS/ROW game. Im talking about 10%. Havent used steam gifting for a long time, and got very confused by the rules that were implemented like a year ago which i havent noticed up until now... Not being able to store gifts is fine, but not being able to gift stuff to your friends from around the globe? Ridiculous. Maybe there is a petition about that of some sort? Or we can start one. This is almost like a nationalism from Steam. Like they are saying "nonono, you cant be friends since you are from a differently-priced country".
