How can I purchase a card from a specific user/ transfer funds?

I want to purchase an overpriced card, to send funds this way to another user. But I am afraid there are more cards high priced and I end up giving my funds to someone else
Any tips plz?

Just buy a 3 cent Primal Carnage Extinction item, those are tradable soon as you purchase it and from there all you have to do is have the guy tell you what page his is listed on and look for his porfile picture beside his listing

why not just gifting whatever the other user needs? I don't know any oher use for steam wallet money than buying steam products (games, cards, items, software).
