Supreme Commander still considered an exploited key?

The FAQ says that keys for the following games shouldn't be given away, because they're considered "exploited":

Dead Island
Call of Duty: Modern Warfare 3
Bulletstorm
Homefront Shotgun DLC
AI War
Supreme Commander / Forged Alliance
Portal 2
DiRT 3
Puppy Games Keys
Red Orchestra: Ostfront 41-45 (Region Locked)
Dark Messiah of Might & Magic Multiplayer
Eets (in certain amounts)
World of Goo
Puzzle Agent
Risen 2: Dark Waters - Air Temple DLC

Just wanted to know what exactly is meant by that? Are there a whole bunch of fake keys floating around?

Just to clarify for other posters, that's only for Supreme Commander + expansion and Dark Messiah keys. The rest were from other sources.

I don't really know that happened. What I do know if a bunch of them were stolen before launch and then people were selling them around and that.
