Hi guys!
I'm new in Steam, so may be my question is a little bit stupid, anyway:

In my region (Russia) some games is forbidden to buy (for example - Civ5 or Anno1701 etc.)
If anybody send me gift code for any of blocked games - is it possible to activate in Steam or not?

Another one question - is there any communities, where people can exchange gift codes of same price?
For example - somebody will buy Civ5 and send me gift code and i will send him any other game of same price, whis is not blocked to buy in Russian region. Is it allowed or not?

trading, or exchanging gift codes as you put it, is not allowed on this site and its related services... See more info under Chat Room, Forum, and Site Etiquette... if you wish you can go to SteamGameSales which has a trade forum where you can achieve what you seek.

I also want to point out that circumventing steam regional restrictions is against the TOS and can get you banned... just fyi

Funny how Civ 5 is "forbidden" in Russia though... :) Guess the publisher didn't want to lower the price and enter the Russian steam store...

I can buy DVD version of Civ5 with lower price (about 10-15$), but i don't need DVD and i don't like it's DRM.
And may be some problems with DLC.

It's really "forbidden", local publisher (1C) don't allow Steam to sale Civ5. Only retail version, i don't know why.

As for your first question: unless there are SPECIAL restrictions for key activations in your region, you should be able to redeem any gift.
Example: In my region (Germany), it is not possible to any GTA games (except GTA 4), but a friend in the US could buy it for me and I was able to activate it. EXCEPTION: Dead Rising 2: Off The Record will not install or run from a German IP. This is one of the special restrictions I mentioned above.
Also, games that are censored or cut when you buy it in Germany (TF2, Titan Quest, Dawn of War, for example) will be uncut if you get it as a gift from the US (or anywhere where it's not censored). Vice versa, you will also get the censored/cut version of the game when you get it as a gift from a German user.

As for your second question: It is not allowed to trade gifts in this community, but it is allowed on others, like the steam forums. There is no need to trade gift codes, since you can now trade games from your steam inventory (more info about that here).

you can accept and activate it on your account, but you can't install or play it unless you somehow get a non-german IP
