It was a bit silly seeing that the base game and the DLC bundle purchased separately was a little less than the Complete pack. (With US pricing, the Complete pack at full price is $2 more than the base game plus the All-In costume pack.)
On the other hand, I still have to give it credit for being one of the few, if not only, games I've ever seen that actually sells the DLC on its own in a reduced price bundle. Most games with a lot of DLC effectively punish people for buying the base game, and there is no reason at all to buy the base game later, not when a Complete version can cost less than the DLC alone.

Steam is trying to make money from us again, they sell Super Street Fighter IV: Arcade Edition for 4,99€ and Street Fighter IV Arcade Edition Complete Pack for 10,99€, but if you buy the games for 4,99€ + just the DLCs SSF IV: Arcade Edition - All-in Costume Pack for 3,49€ it will cost you 8,48€, they are trying to trick ppl to buy the complete pack for 2,51€ more, also the "SSF IV: Arcade Edition - All-in Costume Pack" is located more down that other packs, so some ppl may not see it. Be careful if you're buying that, seems this not affects US prices, only EUs, and for RU is just "not available" in their region, but if is not available, you can get it by trade, you can have it, but not buy it.
if you like to see EU prices just put this for example "?cc=es" after link, like that store.steampowered.com/app/45760/?cc=es es is for Spain prices, but they're the same in all europe I guess.
