I throw chicken bones and read what they suggest. Then i have to collect them back...i'm actually almost out of bones because i keep on losing one or two every throw..

With keys, I was pushed to the point to abandon public giveaways. Completely. Winners not responding and me not knowing if they saw the keys or not interested; people marking them as not received months later and me having little evidence to prove otherwise.
With links, their email is saved into the gift link after they reveal a key. Or the gift link itself marks itself used. No way to be smart; if they don't get the key, I can reroll, otherwise I can easily force-mark their wins. This way I don't have to worry about the legions of users using bots, fishing for keys to sell, not speaking English (at all!), and other sort of riff-raff sadly level 0 and 1 are full of.
Similar with level 2. Drops out an incredible amount of the potential problematic users but still highly populated enough to go there once in a while.
I am also starting to take my time to split up the giveaways to very small chunks and just contant winners in email in general. If they respond, they get the game, if they don't, I can safely reroll.
This whole thing raised my general experience enough to retain a 60%+ public ratio. :D

i don't think there really is a common. even when you try and have some form of a pattern it still ends up being rather random for most users.
personally i most commonly look at how many steam friends own a title and toss it in a level i feel is appropriate based off that. but like i said even that can be fairly random at times. for example if 200 steam friends own something it'll likely end up going to lvl0-3, or if only 15 steam friends own it then it ends up going to the higher 7-9lvls, stuff between goes between. but there's always exceptions, especially with higher quality products. and that relies on a fairly large steam friends list.

I don't have a specific "rule" about it but with publics I tend to be at the 2-3 range. It's low enough for a decent portion of the userbase to enter and high enough to significantly lower the chances I'll have to wait a few weeks and go through a couple rerolls till the game actually lands on someone that will get it. I'm lazy and much prefer to click 2 buttons and be done with it ._.

Standard issue bundle games - No level requirement. I still get the warm fuzzies when Im someones first win. And I like giving everyone a chance
Good games/games I liked - Whitelist/group giveaways. If I really liked something, I want to share it with some people I like too

This is just a rough idea of how I do things. Keep in mind, these are almost always private forum giveaways. It's not perfectly accurate, but it's mostly how I set my giveaway levels. By the way, I spent like ten minutes on this. I have no life.

For common giveaways I always stick to Level 1, though when I spent good money on non-bundles for the sole reason of making a giveaway I'll usually make it Level 2-3, depending on how much value I personally put on that game. If I reach a new level I'll make a little giveaway for that level. Whitelist and puzzle giveaways will always be level 0.
When it comes to groups, it's usually 0 for bundle and 1 for everything else. If it's a multi-group giveaway I stick to the highest level requirement to be fair to that group.

usually minimum level 2, with more levels for more valuable games... but i try to always do at least one level lower than i am unless it is really fucking awesome and i already have a copy
//edit: also i do almost exclusively public GA's... would probably lower the level if I did private / group GA's

I've barely been here more than a week, but I've already noticed that the same games are given away with (sometimes vastly) different level requirements. Since this is determined by the person doing the giveaway, it made me wonder: what makes people decide which level is needed to enter the giveaway? I'm curious to know if there's a common mentality or if everyone decides this differently to an extent.
