Every time a significant amount of people can't be bothered to comment a thank you message, I raise the level of my subsequent giveaways. I'm currently on level 5.

I very usually set it to 3 because it's easy enough to reach but it seems high enough to generally avoid trouble.
I guess everybody has their little recipe ^^
And as for my private GAs, level 2 with an SGTools gate based on a bunch of ratios

I'm only level three, but my giveaways have been sprinkled between 0 and 3. It's completely on a whim.
Luckily, people have been pretty prompt with responding (no more than, like, two days had passed since somebody claimed a gift) so I'm more than happy to keep the level gate low.
On the other hand... I kind of wish we could restrict by how many games won? It bugs me when I see someone who won my game has also won like 150 other games. I want to help other people who also haven't won a game yet lol

If you don't mind using SGTools for it, that is already possible but I agree it would be nice to implement that feature into SteamGifts natively. If you want to know more about how to set up SGTools entry filters just say so and I'll post a Tutorial ;)
Edit: Or you could make GAs for Unlucky7. They only accept members that have won 7 or fewer games and when somebody reaches that threshold they have to leave the group.

Group giveaways: level 0, because level restrictions would be pointless in a controlled environment.
Public and invite-only giveaways: I use a highly scientific method, level 1 + the result of a die roll, except for really cheap bundle games, where I might skip the die roll.

I've barely been here more than a week, but I've already noticed that the same games are given away with (sometimes vastly) different level requirements. Since this is determined by the person doing the giveaway, it made me wonder: what makes people decide which level is needed to enter the giveaway? I'm curious to know if there's a common mentality or if everyone decides this differently to an extent.
