I believe that giving away games that were in a bundle ensures you account value doesn't exceed $30.

long story short: bundled games only = max $30 value. To go beyond this point you have to give away non-bundled games too.

If you read the FAQ, you will see that bundled games are capped at your (non-bundled-games-value) * 0.20. The more non-bundled games you give away, the more of your bundled games value you will see.
