It gives same level access that f2p of game will. Basically you get +1 game for steam.
Though, with having game on Steam you can use Bethesda.net key for champions pack /w your steam account and save a lot.
I think they still go for like 2€ on ebay.
Beware of steam codes there also exists codes with Base Game + Platinum Packs (at least 3 different one in Humble Monthly and 2 given free), so make sure it clearly says Champions Pack. Basically people sell those as full game or full game + dlc and similar names.

I mean... I don't think there's a buyable "only access to the f2p" option. Every pack you can buy gives you something over what someone starting fully f2p would have.
This barebones pack is just a promo thing and you're not supposed to be paying for it.
