I'm slightly confused: do you need to wait 7 days after the giveaway's end to report a user for not activating won gift or can it be done earlier, since the gift should be marked as received only after being activated? What about people marking it as received so the GA creator gets back their slots but able to redeem the game only later?

I've reported someone in the past who had marked as received but not activated a game,

support told me the person would only be in situation of infringement only after the 7 days period.

I wanna say that just as the creator has 7 days to send the game, the winner has 7 days to confirm receipt of it, I'm not 100% sure on that though.

Does that change anything though? According to david's post support starts considering it an infringement only after the 7 days period and you are allowed to enter and win giveaways for games you own (and could decide to gift).

The key should be marked as received as soon as you provide it to the winner. You don't need to report the user even if he doesn't activate the key. However if he doesn't mark it as received you can report him after the 7 days period.

EDIT: Ok, apparently the guy is a serial regifter. If you want to report him, the 7 days restriction doesn't apply in this case...

I'm just surprised people think they can get away with such things. There are systems in place to prevent that and most folks would keep proof of the transactions anyway. I hope you can sort this out soon, but yes, 7 days is the time frame for reporting in general, I think. In this case, it seems the person regifts the games, so you can report them alright.

Also, are there really folks who mark a game as received without verifying/activating it, just to help the GA creator? I mean, trust is good, but one should always check things before proceeding. What if there is a problem with a key that even the creator did not know? It's best to always follow proper procedure. I personally would be suspicious of anyone who marks it as received and does not activate it shortly after.

I don't care that my gift will be activated or not. The main is it was "received" for me. Once I got 9-weeks ban because of technical error of mastercard in transaction on Steam. I couldn't do anything - couldn't buy or redeem. I also got ban on sg, but I sent letter of steam support to sg support and sg didn't block my account. From that time I understood people who can't redeem in time. But if it was marked "received", it wouldn't make problems for creator of giveaway. I waited more than 2 months, bought more than 100 keys and wasn't redeeming 1 giveaway for 2 months. On this moment I redeemed everything and got 2nd lvl on sg. :-)
