I dont think its a problem.
no steam regulation says a person must have only 1 account.
besides, being here means, you have 50$s worth of games in both of your accounts. so why it would be a problem?
I guess the stupid thing here is that you entered a giveaway you created. and for that i believe you must redeem your gift from the alternative account:D

One of the first Rules here is -Only one account per IP address. If you have someone else at your location using SteamGifts, please give the admin a heads up by submitting a ticket on the Support Forum." So yes, he can get banned for smurfing here.
Also, this is not an official Steamwebsite so Steams ToS dont really fit in here. (Besides that you gotta have a Steamaccount)

That rule is, in this case, less important than the "only one SG account allowed per person" rule. (I am one person, yet have access to multiple IP addresses - as does much of the world due to dynamic IP address allocation.)

That's allowed by SG as long as you notify the staff through the Support forum.
