So did you miss the Reply button underneath the comment you are referring to? Because you replied to the OP in which I can't see anything that might be against the rules.
And if you're referring to the last comment above yours: so far they're just talking about an alt account on Steam, which I am not the biggest fan of either but which is not against SG rules as long as you don't use them on SG as well.

I won't. Unless they come in the form of reroll requests User reports generally take several years to be handled (if they are adressed at all) so I don't see much use.
I blacklisted them - because they still qualify for Unlucky7 and I'd hate for them to win one of my giveaways - but that's it.
Edit: Also 75% percent is a real standout percentage...
