If you want the cheapest, it is NZ or Norway, or sometimes Japan.

Canada is still a good option for some games. Not as many as it used to be though.

Most regions are ROW when buying for own account instead of gift. This is why some people choose to chance account region to india etc, cheap countries. (RU has many games still locked).

Needless to say, you can (and will?) be banned for this, so don't do it if you value your account.

Canada, New Zealand, Norway, Japan, , UK, US , AU, or EU are good choices of being cheapest row. (in somewhat order)
