As usual, I had an American friend purchase it for me.
All Steam keys can be activated in Japan except Resident Evil HD REMASTER.
Due to the weak yen, $30 becomes $50, but still very cheap compared to the silly game prices in my country.
If you need Japanese, some games must be purchased from the Japanese Steam store.
Note that the global Steam key removes the JP language.
Another problem with the JP Steam version is that it is censored for violent scene.
Humble Bundle is a godsend to get the global version.
Even in 2022, Japanese need to learn English to play JP games. Not only Capcom.

If you buy it from Ukraine, you get RU/CIS keys that can be activated only in RU/CIS.
The only exceptions are:
Resident Evil 6 - your key can also be activated in Europe
Resident Evil Revelations 2 / Biohazard Revelations 2 Deluxe Edition - your key can also be activated in Brazil
(because RU/CIS and those countries share the same region lock).
Buying with VPN will not get you ROW keys, because the region lock is not determined by the purchase IP, but by the region set on your Humble Bundle account. Therefore, to receive ROW keys, you'll need to change your HB account region but keep in mind that sometimes there are region locks also for countries that usually receive ROW keys (like Resident Evil 6 for Europe) and when this happens, you won't be able to redeem them on a Steam account set to Ukraine.

It's interesting that they do seem to allow you to upgrade when you bought T1. (My T1 has the upgrade option and the 'you will not receive the A.AA or B.BB content stuff if I input a value less then the additional needed for T2 or T3.) Normally if they remove or change keys in higher tiers, they disallow upgrades. (It says when you're purchasing and the option to upgrade isn't in your bundle just like if it's 1 week after the end.)
So what happens if you get T1 and then upgrade to T2 or T3? Do they remove your Resident Evil Revelations 2 Episode One: Penal Colony key? And what about if you've already revealed and redeemed it, do they de-activate it? Or does the upgrade option disappear once you reveal keys? (I haven't revealed any keys yet and probably won't be anytime soon.) I've never seen that before but it would be one way for them to partially allow upgrades while preventing people from getting extra keys I guess.
Or is this a loophole to get an extra RER2E1 key? Mind you, this might not be worth it if you want T2 or T3 and want the extra key. I've never seen it confirmed but ever since they removed the ability to adjust allocations for upgrades I've always assumed the splits for upgrades stick with defaults since it was the direction Humble headed in so have tended to make sure I decide before purchasing.

I bought Tier 1 and then decided Tier 2 was a must have. So.
Buying Tier 1 will get you RE1, RE Revelations 1 and RE Revelations 2 Episode 1.
Then i decided buy Tier 2, so i bought it at full price, and get the first again. But! But only RE1 and RE Revelations. You won't get RE Revelations 2 Episode 1 at all.
The full version just activates on top of Episode 1. Unlike all other REs, this game does get absolutely all the DLC, so considering the Steam prices for all the DLC separately, it's still a super bargain. (In this bundle you will not get costumes for RE0, additional game modes for RE6, additional items and characters for RE Revelations 1). And considering their regional prices for the games separately, it still turned out to be much more profitable than buying everything on Steam, even with two purchases of the first tier :) It's a shame that RE4 was locked so high :(

For clarity you mean you bought tier 1 then bought a separate copy of tier 2? If so then not getting RER2E1 for your tier 2 is expected since the fact you also bought a copy of tier 1 is irrelevant to your tier 2.
If you buy a tier 1 and then upgrade to tier 2 like I was suggesting that's a different thing since you've already received the RE2RE1 key when you bought it as tier 1. AFAIK, no one has reported what happens when you upgrade a tier 1 to tier 2 (or 3). Normally they disable upgrades when higher tiers do not receive all the keys or receive different keys from the lower tiers.
As I implied earlier, even if the key disappears when you upgrade from tier 1 to tier 2, you could have already revealed and used or saved the key from your initial tier 1. So unless they either deactivated the key or prevent upgrades once you reveal the key, there doesn't seem to be anything stopping you from getting an extra RE2RE1 key via this method albeit at the possible cost of choosing splits for most of your payment. (Although if you're sure you're going to upgrade, you could have bought a few cents less then tier 2 then and upgraded to tier 2 only paying a few cents more I guess.)

I explained that it is not possible to upgrade the purchase from Tier 1 to Tier 2. You can buy again. That's why "no one has reported what happens when you upgrade a tier 1 to tier 2 (or 3)".

Still no gold DLC for RE7? Sheesh. Also $15 more for Village + a 25% off DLC coupon seems kinda steep, you can probably just buy the gold edition on Fanatical, use a coupon and get it cheaper than the T4. Interesting.

That's a problem with these bundles. If you're interested in the games, you probably have most except the most recent ones; but to get them you have to get all the tiers and rebuy what you already have, which is too much of the bundle to make it worth it, even if you count CV for giveaways.

Well, HB could theoretically try them, where you don't need to buy the games that you have already bought from HB.

Well, since I bought this bundle a year ago without Village, making the same bundle with one more game at the very expensive far away is pretty insulting to customers who already got the old bundle.
I don't get a "you already paid X, pay Y more to get Z!" which you can actually do in the same bundle, pay more than you did at first. But these are different bundles. They can do it, they just didn't want to.
