I only ever played Resident Evil 4 briefly, I think I had a physical pc copy.
I found the controls clunky at the time and couldn't really get into it though. Maybe I didn't give it a proper chance.... (I know someone is going to tell me not to play the original resident evil if I thought 4 was clunky :p)

The re4_tweaks mod mostly fixes the controls. Enable mouse turning in the mod options and Modern controls in the game options. You can either install the mod by itself or it is included as part of the RE4HD Project (https://www.re4hd.com/)

Yeah RE4 still had tank controls, RE5 introduced strafing, but still lacked the moving and shooting, which in my opinion is still clunky.

So after activating all the keys RE: Resistance showed up in my library but on the store page I don't own it. While trying to find some answers on google I seen something about getting it with RE3. Did this happen with anyone else and is it playable? (Probably wouldn't play it anyway with the mostly negative reviews just curious)

I don't know about today, but like two days ago Fanatical offered Village cheaper, than it is at HB with the coupon, and this is just one store, right at that time. I don't think that 50% off coupon has any real value, they just try to get people to buy the game in their store, even if there are better deals around.

The expiration date is September 7, 2022. Here's the terms and conditions:

No, it's not locked out of EU. Based on the gift link notification, it appears it's a ROW key.
They ran out of keys for RE 6 a few days ago, perhaps they restocked EU purchases with ROW keys instead.

This depends on what their Humble Bundle region is vs. what their Steam account region is and if they match.
For RE6, if the regions match, it seems impossible that someone from EU receives a locked key that they can't activate in EU. They either receive a ROW key, or the RU/CIS+EU sub linked in OP, both of them redeemable in EU.
Italy can redeem the RU/CIS+EU sub for sure, unless their Steam account is not located in RU/CIS or EU.
Usually Serbia has issues like that, because publishers sometimes consider it as part of RU/CIS even if it's included in EU, thus Humble Bundle gives them a RU/CIS locked key that they can't activate in EU.
But for RE6, RU/CIS and EU share the same region lock thus we don't have this problem now.
Reminder that your kind of region lock notifications should be read as "these countries receive region locked keys or no key at all" and not "the key you receive cannot be activated in..." as HB claims.

I'm tempted to try RE games, but I don't really enjoy scary games. Or at least very scary games.
I enjoyed Dead Island. I enjoyed Halo: CE Remastered (moderately scary moments). I played Layers of Fear and it was OK.
How does RE scariness compare to these games?

It has some action so you don't have to worry about it, it's not like Alien Isolation or Outlast Series in which you can only hide, that's a huge plus if we compare how scary or tense those titles could be.

it's like in the movies, there are movies that create an atmosphere of horror, events develop slowly, but danger awaits around every corner, and there are movies where the heroes cut their way through hordes of monsters in non-stop action. so RE is the second option. yes, there are monsters, there are deaths and rivers of blood, but you walk with your collection of weapons on mountains of zombie corpses to victory. and more often it will not be monsters that will scare you, but the fact that there are almost no bullets left.

For RE6, Canada receives https://steamdb.info/sub/25573/ which doesn't have any regional restrictions, thus can be activated anywhere.
I don't know what sub they receive for RE4 (no one reported it), but I would assume it's also ROW. In most cases, US / Canada purchases are ROW.

HB is the problem, you can try to create a support ticket and they will get back to you within a few days or over a week.
They still claim that my bank is the issue, despite that my card works everywhere else and the bank have no restrictions regarding HB so im not sure why they keep pretending that its the bank or card (several cards from different banks, all worked on HB until they decided that they wont work anymore).
PayPal works like a charm for me, same personal information, connected to a card that doesn't work on HB etc
