I think you should report this to inbox@steamgifts.com, since it says "Don't enter for anyone other than yourself" in the FAQ and Guidelines section.

Don't forget to thank all those self appointed advocates that insist that everyone should be allowed in, even if they can't speak a word of English. Because this site is a charity that HAS TO serve everyone. We probably should stop playing games and help the poor and needy while we are at it.

please report to inbox@steamgifts.com with as much profile information as you can. They will get banned, and do not giveaway portal again, hopefully they won't claim it, and you'll be able to get cg to reroll and have a legitimate user win.

I gave away Cogs, only to have the person that won it never redeem the game. I then gave it away again, and the person that won actually blocked me on Steam. I ended up giving it to a random person on my friends list. I don't understand these people...
