Making giveaway for level 3+ could help, but not always. You could also reach the support to ask if they could increase the number of giveaway you could make.

Levels 0+1 are full of bots for people who are AFK most of the time and who only check in once a week to collect their wins. PS: Bot usage is against the rules.
It's no surprise that activation can sometimes take days. You'll have fewer chances of delays if you up the level to 2+
If you're going to do low level GAs, you have to be patient. According to the rules, the winner has up to a week to mark their win as received.
