But for DLCs of Elven Legacy, I had to do a reroll because some people doesn't have the base game.

Right, there are certain DLCs like that, usually when they are represented as separate products on the steam store page. Most others like this one require the base game in order for you to be able to see it.

Elven Legacy wasn't a DLC though, I think. It was a stand alone add-on, wasn't it?

I don't know excatly, but winner who didn't have the base game couldn't activate the key.

She's right. Worry more about people entering who already have it because DLCs don't get reported by Steam so Steam Gifts can't block them from entering. Usually I have to add winners on Steam in order to find out if they already own a particular DLC before I let them have it.
