idk, it might be an unpopular opinion here, I but think it's ok if someone doesn't give as much, or even at all, as long as they are a good netizen of the community. I don't expect everyone to be able to give away games even if they desire to.
However, ofc the amount of people/accounts (bot, multi-accounts) that try to take advantage of the goodness of others most probably outnumber the amount of people here who genuinely can't do GAs.
