Yes actually. Its not the fact that its a cd key your handing out, but that your giving away a cd key from a bundle which is against the rules. You are welcome to give it away it chat, on the forums, or anywhere else except via the giveaway function.

Even if it isn't from a bundle it is still against the rules to regift games. He just won the game 23 hours ago and started up this giveaway 21 hours ago.

I doubt Steam redeemable keys for this particular game are sold elsewhere.^^
