Bizarre, but I think the other guy is right. A weakness of the steam API seems to be that sites like steamgifts can't verify ownership of DLC. Normally not a problem if you check your winners, right? Except that this DLC is marked on steam as DLC, of another DLC. Meaning this site can't see if anyone owns the "base game" (DLC) this belongs to.
