Keep in mind some might enter without realizing they own the game. Central/East EU & RU/CIS get a different appID with a separate store page and "PCR" at the end of the name. Users from there can check HERE (SteamDB for PCR here vs. non-PCR here).
You may have one version or the other independently of your region so it's best to check in your library. PCR stands for Polish/Czech/Russian (+ English) language. That version does support the same mods, albeit with a bit more tinkering.
You probably have a key for the main version, so it's mostly a matter of people entering when they already have the game. As of now by EU law, if one country in the region can activate a key, so can all the others. As for other locks on your key, we know as much as you do or less ;)
