As it's not possible to comment in user reports, I will write here.

I can see that both Call of Duty giveaways from user you reported are not delivered. Looks like creator did not understand how site works, and thought that they will receive game they made giveaway for.

Right now they have 2 giveaways with not activated status, which means they lost 2 slots. They won't be able to make more than 1 giveaway unless they contact support and ask for more giveaway slots. That's why it's not necessary to report them.

You can always create other ticket, if you have question regarding rules of SG.
