SG has a List of Shitty Asset Flips like this Game that have overly extreme Steam Prices to exploit the SG Level System (Give away x Worth of Games to reach Level y) Games added to this List will not give extremely high Level Points anymore as they where made to bot up Accounts to high SG Levels. I assume that is the List they mean.

CV stands for Contributor Value. That is the value you get from giving away the game e.g. full value, reduced value, free game as can be seen with one or two stars near a name of the game when you make a giveaway.

The CV list includes all the games that have been given away for free so it gives zero CV towards your level and reduced value where it gives IIRC 15% of the value of the game if it has been bundled. Since many of these scum publishers started inflating their prices for god knows what reason there where people who specifically tried to exploit it and get 50 points towards contributor value.

But SG mods started purging these games as well by adding them to the no CV list so you couldn't get the 50 points by abusing the system.
