The 1-5 is classified as a "Bundle" by Steam's internal categorizations, rather than as a "Package", which means it doesn't send out data properly (in part due to how it dynamically generates price based on your personal account and in part due to the API just having a lot of weird quirks and oversights because Valve).
Generally, you'd actually be locked in to just selecting a single DLC in this case due to most publishers not offering both a Package and Bundle option simultaneously; Here, I'd assume the 2-5 Package (yes, the publisher mislabeled it as a Bundle) is a remnant "season pass" option from when the game first released with Episode 1 (which'd explain why this Package isn't actually available for sale, despite having a price tag associated with it, presumably being replaced by the Bundle as episodes actually were released and purchasers ended up being put in situations where they might need something a bit more customized than just 2-5 as a Package).
Well, this actually has a slightly higher value than the Complete Season, anyway, and I think most people know to have the first episode installed now, so it mostly works out for this particular game. Some others.. not so much.
