Because this giveaway includes the Anomaly 2 Soundtrack, which is DLC.

DLC doesn't work with Steam Gifts, the Steam API that is used can tell if you have a game or not but if you giveaway DLC or a bundle that includes DLC then the API takes a sh%% and dies.

That is why all giveaways (especially those with DLC) it is recommended to check the winner and make sure they don't already have it.
