Yes it could be. That version can't be given away on SG though as it's not for the Steam client. That's the reason for my question as they are new to SG and might not have read the rules.

But the site's not running exclusively on keys. You can also give Steam gifts, which is also why I assume this remains as is.

That's not accurate. As mentioned by sk1avounos, the game can be gifted to a person directly on purchase of the game.
If I remember correctly awhile back you could buy a game and store it in your inventory to gift later, that's what can't happen anymore.
