This DLC is not gift able on Steamgifts because the base game has not been downloaded enough for Steam to consider it a significant game yet.

No one is allowed to enter the giveaway because Steam does not register that anyone owns the base game. It is why you have no entries for this giveaway. It is not giftable.

It isn't Steamgifts. Valve have limited whether games show up in user profiles by how many times the game was purchased or downloaded. If Valve have a profile limited tag on the game, Steamgifts cannot see if the base game is owned and will not allow anyone to enter the giveaway. This will change once enough people download the base game and the profile limited tag is removed. But if the base game does not become popular, this will not change.
