One of the Civ5 expansions. Not exactly sure what it adds since I got the complete edition from the beginning. but hey more Civ5 is always a good thing.

Yep it's an issue with the steam api or something, SG can't check if the user has the DLC, so double checking with the winner before sending the key is a good idea as with a public giveaway there's always the chance of someone not checking what giveaway he entered.
Just a heads up, I own this and can still enter the giveaway (same for the other dlc you have made a giveaway for)

Hm, I see that I can also enter other giveaways of DLC I own. It's probably a more general issue. So people please don't enter if you own the DLC.
