yes, winner gets the humble gift link. all of my giveaways from humble have been gift links and haven't had any problems. the stories i've seen of people losing their humble account involved buying multiple copies of bundles for trading. it would be strange to build a gifting feature and then penalize people for using it.
Gifting feature is officially meant for "friends and family" - so giving out lot of links to multiple accounts could trigger their system with suspicious activity and ban people/you, making you lose access to stuff (?). In the end it's a steam key behind that link so not sure why gift link is needed. Personally, but that's up to you really. I shouldnt complain since you are giving out games after all! =)
