it is kind of cheating, but not against the rules for people living in the EU when the game is not restricted in the country (i.e. a game with nazis is forbidden in Germany), haven't read if this is true for other parts of the world

It doesn't matter, where you are. IP substitution - is a cheating for Steam. For any reason. For any region. Anyway.

Steam could run when Windows start. So, it is false way cause it could happen when guest user log in or when you using RDP ("Chrome Remote Desktop" or "Teamviewer" for example)
