This giveaway is actually for Destiny 2: Legacy Collection (2025) from this month's Humble Choice, unfortunately it doesn't look like that can be selected since it's a bundle and not a sub, but that's what this key is. As far as I know there aren't any region restrictions, but obviously if you can't access the Destiny 2 base game in your region you won't be able to activate this either. There is a note stating "*Customers must download the free edition of Destiny 2 on Steam in order to redeem the keys for expansion content" so please be aware of that and add D2 to your library before trying to activate this key.

That is weird, in the past I've definitely had the option to enter giveaways for any DLC as long as I own the base game. Not sure why it won't let you enter this one. :/ Maybe try installing and running it for ~5 minutes then closing the game and resyncing your account again after? That's worked for me with Alienware Arena not seeing that I own games in the past so it might be worth a try
