I'm replying here in regards to a "User Report" ticket you submitted recently, but those particular tickets cannot be replied to - we can only close them when dealt with.
To answer your question, unfortunately no we cannot block a specific user from commenting in your discussion thread. I read the comments you and he exchanged, and I can understand why you do not want to accept his application to your group, that's fine.
My advice would be that if he does comment, simply ignore him. If he continues to post several times unnecessarily, this can be seen as "Spam", which he can be temporarily suspended for (please submit another user report ticket and link the comments when it happens). It might be best to take a screenshot of his comments, in case he deletes them later. Similarly, if he posts any inappropriate content, threats, harassment, slurs, etc., you can again create a ticket and report it, and he will be temporarily suspended.
