If I understood correctly, this game isn't available in your region steam store (page doesn't exist). But:
I googled the game and saw that cdkey sells row key with the note "REGION: WORLDWIDE".
the ga itself is not region-locked, so in the worst-case scenario it will be just a reroll — and it won't be your fault
you can activate any (almost any) removed game if you happen to have the key. Removed games don't have steam pages and aren't available in your region or in any other regions. so why not to activate a game that isn't available just in your region?
there are games that don't available in germany (or available, but different versions), like Sniper Elite or Dead Island, but users from germany can activate them if the key is ROW
