Because people on SteamGifts are judgeMENTAL and things like "If u could whitelist me, i would really appreciate it." are regarded as "begging" whether or not you implied that or not in your written statement. P.S.: I would not whitelist you (nor blacklist you), solely for another reason - the above comment where a person with only two games is denied by you by the reason that you say "Maybe it'll say you already have." - if you knew how steam packages worked or did a little research you would know that steam cannot give out such an error. Plus, you could have given it a try, and there is always a re-roll. I just hope you are really given out this whole package...
