That's odd. I own the game but am told I am missing the base game so I can't enter. I'm guessing I'm not the only one with the issue since you still have 0 entry after 2 hours. You might want to create a ticket with support or delete the GA and wait for the issue to be resolved.

I got a response in regards to this situation:

Base game has "profile features limited" tag. Which means that SteamAPI does not report that users owns it. That's why it's not possible to enter in DLC giveaways. SG does not "see" user owns base game, so it prevents entering in DLC.
(...)
Sadly you will be able to make giveaway for this DLC only after base game will be accepted by Steam as full game. So without this "profile features limited" tag.

I think I'll just leave it, and let it end with no winners.

It is up to you how you want to resolve this matter. You can delete this giveaway, but will lose one slot by doing so. You can also leave it be. That way it will end with no entries and no winners. This kind of giveaways does not affect your profile in any way.

I'm sorry for any inconvenience, but it's harmless in this state. It will be gone in 3 days.
