Well, this is a public giveaway and I can't impose rules, so the answer is yes buuuuuuuuut would be nice if you consider that if you enter you will decrease the winning chance of the people who have none of these games.
Actually, having most of a pack is a global rule you can enforce if you want since it goes in line with "don't enter for what you already have". Support has rerolled these if asked. The general idea is ask the gifter, if they're cool with it, all bets are off.
Proof for the inevitable idiots who'll come and complain about the "rule". Feel free to use that in all your future pack giveaways.
Also, if you even look in the reroll request pages for giveaways (either for public, group, or private) you can see they all have an option "Majority of Bundle Exists in Their Account" to select as a reason to reroll.
