Since I couldn't reply to you here anymore, I'm commenting here:

I can't find anywhere from official sources where the game can be activated

Unfortunately stores have become more unreliable regarding their region restriction information and the information they provide is often either incomplete or incorrect information. (With Humble Bundle unfortunately being one of the most negative examples for that).
You should check our discussions for information about their bundles and regions restrictions for the titles included. Or you could check sites like SteamDB for information regarding region restrictions yourself to see where else keys you purchase from within your region can be redeemed.
As for TW:P you should start here to find out which package you got shopping from your region and in which other countries it can be redeemed.
Yes, likely with your region most EU regions would work, but on top of the above, Steam EU region restrictions are not identical with the actual EU region and the preselection which Steamgifts offers is only that, a preselection. It's just a more convenient and quicker way to make a preselection, which then is adjusted to only allow the correct regions, rather than having to go through over 200 regions manually. Meaning you should still go over the selected countries and remove those outside of the package's allowed regions.

I hope that helps re-creating a giveaway with proper restriction setting.
