Ah, I got a notification saying I won this, but I had already won a copy from someone else. I re-synced my steam account but maybe that doesn't take you out of entry?

Yeah, I believe you can have the system re-pick a winner, so that someone else can get the dlc? Presumably it would go to the other entrant?
I contacted support and asked them so maybe I can get a clearer idea of how to do so :)

you can't as you clicked received and there is two entries and both entries refuse to receive it (you and another)
