If you don't have a base game the button Enter Giveaway is changing to Miis Base Game, and you cannot join.
Unfortunately, SG is not able to verify DLCs, so even if you have one, you still can join. That's why it is so important to create DLCs GW with a correct STEAM link -0 it's the only way to check do you have it.
It's not possible to enter DLC giveaway if you don't have base game ;)
